Position Title: Program Manager – Beulah Recreation Center
Reports To: Soundscapes Program Director
Location: Hybrid — Beulah Recreation Center (Chesterfield County, VA) + remote (Greater Richmond area); occasional travel to Newport News for onboarding/professional development (mileage reimbursed)
FLSA Status: Non-exempt, Part-time (20 hours/week), with opportunity to expand
Compensation: $27,500 annually (part-time, 20 hours/week)

Organizational Overview
Soundscapes is a nonprofit youth development organization that uses music education and ensemble performance to empower students from under-resourced communities. Founded in 2009 in Newport News, Soundscapes now serves over 300 students annually, ages 7 to 25, and will launch a new pilot program in Greater Richmond during the upcoming school year. Position Summary
The Program Manager at Beulah Recreation Center will launch Soundscapes’ Chesterfield hub, combining program leadership with community-building. In year one, the focus is on building partnerships, hiring and supporting staff, and overseeing a pilot program for 2nd and 3rd graders.
Work Arrangement (Hybrid)
Hybrid role with regular on-site presence at Beulah Recreation Center required program setup, registration, partner meetings, hiring/training. Program days run three days/week January–May 2026. Remaining hours may be completed remotely for planning, curriculum development, staff supervision, and administrative tasks. Some evenings/weekends as needed. A reliable internet connection and availability during Eastern Time work hours are expected.
Key Responsibilities
Program Launch & Leadership (Fall 2025): Build partnerships, hire/supervise staff, register students, and coordinate logistics.
Instruction & Training (Jan–May 2026): Lead a three-day-per-week program for ~25 students; train and mentor teaching artists; engage families and partners.
Evaluation & Growth: Collect evaluation data; collaborate on summer and 2026–27 program plans.
Professional Development (Fall 2025): Participate in onboarding in Newport News to learn Soundscapes’ model and adapt it to Chesterfield.

Qualifications
Bachelor’s in music education, performance, arts administration, or related field required; Master’s degree preferred.
3–5+ years teaching/ensemble leadership experience.
Strong staff recruitment and management skills.

Excellent communication and relationship-building skills.
Bilingual (English/Spanish) preferred, given the high Hispanic population served.
Entrepreneurial spirit and passion for music as a vehicle for social change.
Reliable transportation and ability to drive a 15-passenger van/box truck.
Schedule, Compensation & Benefits
Part-time, 20 hrs/week starting Fall 2025; program days Mon/Wed/Fri beginning Jan 2026.
Salary: $27,500 annually (part-time).
